Chief Legal Expert

Leads legal and policy support for Ukraine’s alignment with the EU and Schengen acquis in migration and border governance. The consultancy assesses legislation, drafts reforms, advises state authorities and develops practical recommendations covering institutional mandates, data governance and digital systems.

Department: MBG Unit

• Assess Ukrainian migration and border legislation against EU and international law
• Advise government authorities on EU alignment, Schengen approximation and governance reform
• Draft and review legislative, regulatory and policy instruments
• Screen legislation against the Schengen acquis and recommend amendments
• Advise on data protection, biometric processing and ICT governance
• Prepare legal opinions, policy briefs and technical papers
• Lead expert discussions with ministries, border and migration authorities
• Transfer knowledge through analytical notes and practical legal guidance

• Advanced degree in law, international law, migration law or a related field
• Fifteen years of relevant experience
• Experience drafting migration-related legal acts
• Extensive policy and legislative analysis experience against EU law, international standards and institutional-reform requirements
• Experience advising government institutions or public authorities on migration, border management or EU integration
• Strong knowledge of Ukrainian migration, border, administrative, inter-agency and data-governance law
• Fluency in Ukrainian
