Conducts risk-based HACT financial spot checks of UNICEF implementing partners, testing FACE expenditures, records, controls and supporting evidence, documenting factual findings and corrective actions, and delivering workplans, reports, trackers and consolidated risk summaries for management follow-up.

• Review programme documents, FACE forms, prior assurance reports and micro-assessments
• Reconcile sampled expenditures with accounting records, supporting documents and bank records
• Select and test high-value, high-risk and material expenditure samples
• Verify approvals, payment evidence, procurement records and payroll documentation
• Assess changes in implementing partners' financial management and internal controls
• Interview partner finance and programme staff and conduct entry and exit discussions
• Document factual findings, exceptions, risks and agreed corrective actions
• Prepare inception notes, workplans and document-request and sampling plans
• Deliver remote and in-situ spot-check reports using UNICEF templates
• Maintain live trackers covering reviews, reports, findings and unresolved actions
• Produce consolidated summaries of recurring risks, refunds and capacity-building needs

• Advanced degree, or bachelor's degree combined with relevant professional experience
• At least five years of experience in financial review, audit, assurance, internal controls, financial management or donor-funded programme assurance
• Experience preparing clear financial, assurance, audit, management or risk reports
• Ability to conduct remote, desk-based and onsite financial verification
• Fluent written and spoken English and Tagalog
• Willingness to travel within the Philippines

• CPA, CA, ACCA, CIMA or CIA certification
• Experience with UNICEF or United Nations HACT, FACE forms, eTools, FAM or donor-funded assurance
