UN Treasurer (Chief of Service, Finance and Budget)

Leads the Financial Risk Management Service within the Office of Programme Planning, Finance and Budget, overseeing global treasury operations including cash management, banking, investments, foreign exchange, and health/life insurance for the UN Secretariat. Directs banking negotiations, investment strategy, risk and compliance frameworks, and manages the teams delivering these functions worldwide.

Department: Financial Risk Management Service, Finance Division

• Develop banking and investment policies, rules and procedures for UN Secretariat entities worldwide
• Negotiate and manage banking agreements including global cash pooling arrangements
• Establish and maintain relationships with commercial banks, central banks and multilateral institutions
• Develop investment strategies and oversee compliance with Financial Regulations and Rules
• Manage the Organization's exposure to treasury-related financial risks
• Oversee anti-fraud mechanisms and technology solutions for digital payment systems
• Lead and direct teams across Cashiers, Investments, Global Banking, Risk and Compliance, and Insurance sections

• Advanced university degree (Master's or equivalent) in finance, business, or related field; Bachelor's degree plus 2 additional years of relevant experience accepted in lieu
• Minimum 15 years of progressively responsible experience in treasury and finance, including investments, cash management, banking, payments and foreign exchange in international markets
• Minimum 10 years of experience in financial operational management at the international level, including supervision of investments
• Minimum 10 years of experience managing relations with key stakeholders such as member state and central bank representatives
• Experience managing high-performing finance teams
• Experience in accounting and budgeting
• Experience with SWIFT electronic banking platform and electronic trading platforms such as Bloomberg or similar

• Post financed by the Regular Budget
• Appointment or assignment for an initial period of one year, subject to availability of post/funds
• Subject to UN mobility requirements for Professional and higher category staff
