Responsibilities
- Review, analyze and finalize program budget proposals and cost estimates for departments, offices and peacekeeping operations
- Issue allotments/appropriations and monitor budget implementation, recommending fund reallocations as necessary
- Prepare and finalize IPSAS-compliant financial statements and budget performance reports
- Analyze accounts, prepare financial reports, and respond to internal/external audit observations
- Guide, train and supervise staff on budgetary and financial policies and procedures
- Support development and implementation of new accounting systems and process improvements
- Act as Certifying or Approving Officer in accordance with UN Financial Regulations and Rules
Requirements
- Advanced university degree (Master's or equivalent) in business administration, finance, accounting or related field; Bachelor's degree plus 2 additional years of relevant experience accepted in lieu
- Certification as Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent required
- Minimum 7 years of progressively responsible experience in accounting, finance, budget, business administration or related area
- Experience applying private- or public-sector accounting standards (IFRS or IPSAS) in preparing financial statements
- Extensive experience drafting complex and comprehensive financial reports
- Young professionals programme candidates must have served minimum 2 years in their initial assignment to be eligible
