Trust Fund Manager

Leads management, coordination, partnerships, knowledge management and operational oversight for the Special Trust Fund for Afghanistan, supporting UN joint programming, donor engagement and governance of fund-financed activities.

Department: Trust Fund Management Unit

• Advise the STFA Steering Committee on fund strategy, governance and coordination arrangements
• Develop strategic planning documents, terms of reference and operational manuals for the fund
• Guide participating UN organisations on programming processes and resource-allocation requirements
• Ensure quality control, risk management and monitoring of MPTF-funded projects
• Develop and implement communication, visibility and resource-mobilisation strategies
• Coordinate donor focal points, UN organisations, civil society, foundations and private-sector actors
• Commission assessments and contribute to strategic policy discussions with fund stakeholders
• Oversee the Trust Fund Management Unit, annual work plans, budgets, staffing and operational risks

• Advanced university degree in International Development, Economics, Social Studies, Business Studies or another relevant field, or a first-level university degree with two additional years of qualifying experience
• Ten years of relevant experience with a master's degree, or twelve years with a bachelor's degree
• Experience managing or providing services for trust funds or large-scale programmes including results-based management, finance and operations
• Experience in resource mobilisation and partnership development
• Trust fund management experience
• Experience providing policy advice and developing programmatic solutions, tools and methodologies for SDG attainment
• Proven management skills and experience leading teams
• Experience using office software, web-based management systems and advanced data-analysis programmes

• Reports to the Resident Coordinator with matrix reporting to the UNDP Resident Representative
• Supervises the Trust Fund Management Unit
