Responsibilities
- Review TVET-sector evidence, labour-market trends and programme-development opportunities
- Develop a three-year TVET strategy with objectives, priorities, financing and monitoring arrangements
- Facilitate consultations with government, employers, training providers and development partners
- Map stakeholders and develop donor, partnership and resource-mobilisation frameworks
- Prepare concept notes, proposals, donor briefs and partnership materials
- Recommend improvements to instructor development, internships and workplace learning
- Assess TVET-centre needs and define sustainable livelihoods pathways for Palestine refugees
Requirements
- Advanced university degree in education, technical and vocational education and training, development studies, business administration, economics, public policy or a related field
- At least seven years of progressively responsible experience in TVET, skills development, workforce development, education, programme management, strategic planning or institutional development
- Experience developing TVET strategies or comparable sector and institutional frameworks
- Experience in donor engagement, proposal development and resource mobilisation
- Experience in fragile, conflict-affected, humanitarian or recovery contexts
- Excellent written and spoken English

- Full-time consultancy based in Damascus with travel to programme locations in Syria
- The published fee is equivalent to P-4 but is not a staff grade
- Appointment depends on visa and entry authorisation for Syria
