Responsibilities

  • Review TVET-sector evidence, labour-market trends and programme-development opportunities
  • Develop a three-year TVET strategy with objectives, priorities, financing and monitoring arrangements
  • Facilitate consultations with government, employers, training providers and development partners
  • Map stakeholders and develop donor, partnership and resource-mobilisation frameworks
  • Prepare concept notes, proposals, donor briefs and partnership materials
  • Recommend improvements to instructor development, internships and workplace learning
  • Assess TVET-centre needs and define sustainable livelihoods pathways for Palestine refugees

Requirements

  • Advanced university degree in education, technical and vocational education and training, development studies, business administration, economics, public policy or a related field
  • At least seven years of progressively responsible experience in TVET, skills development, workforce development, education, programme management, strategic planning or institutional development
  • Experience developing TVET strategies or comparable sector and institutional frameworks
  • Experience in donor engagement, proposal development and resource mobilisation
  • Experience in fragile, conflict-affected, humanitarian or recovery contexts
  • Excellent written and spoken English

Additional info

  • Full-time consultancy based in Damascus with travel to programme locations in Syria
  • The published fee is equivalent to P-4 but is not a staff grade
  • Appointment depends on visa and entry authorisation for Syria
