Senior Programme Manager – Durable Solutions and DDRR Coordinator

Leads IOM Iraq’s integrated durable-solutions, reintegration and DDRR portfolio for displaced, returning and conflict-affected communities. The manager directs strategy, delivery, staff and compliance, coordinates government and international partners, and embeds monitoring and learning across post-conflict recovery programmes.

Department: Peace, Recovery and Solutions Division, Iraq Country Office

• Provide strategic oversight and corrective management across the portfolio
• Coordinate country offices, regional offices and headquarters technical divisions
• Consult programme teams and stakeholders to refine strategy and build synergies
• Ensure implementation follows IOM policy and current technical practice
• Represent the programme in coordination mechanisms and implement decisions
• Oversee human resources, finance, donor reporting and risk compliance
• Embed monitoring, evaluation, learning and action research in programme delivery
• Manage external relationships, representation and programme communications

• Masters degree in management, social science, law, international relations, regional studies or a related field with seven years of experience, or university degree with nine years
• Extensive experience in programme formulation, implementation and evaluation
• Demonstrated staff-management experience
• Experience in rapid-transition or post-conflict settings
• Experience managing project development, implementation, reporting, finances and budgets
• Fluent written and spoken English

• Special short-term graded appointment for nine months with possible extension
• Internationally recruited professional staff are required to be mobile
• Selection may be used for similar positions for 24 months
