Overview

Develops and validates two operational manuals for Albania's General Directorate of Anti-Corruption, standardising administrative investigations and the monitoring and reporting of anti-corruption recommendations.

Responsibilities

  • Review legislation, GDAC procedures, documentation practices and reporting frameworks
  • Agree the scope, structure and drafting approach for both manuals with GDAC
  • Draft procedural guidance, templates and safeguards for administrative investigations
  • Develop a standard methodology, indicators, workflows and calendar for reporting on GDAC recommendations
  • Integrate international and regional good practices with the OSCE project team
  • Present draft manuals at technical consultation and validation meetings
  • Revise and finalise both manuals for institutional adoption
  • Support an orientation session for GDAC staff on practical use of the reporting manual

Requirements

  • Advanced university degree in law, public administration, economics, social sciences, international relations, governance or a related field
  • At least eight years of progressively responsible experience in administrative law, anti-corruption, public-sector governance, compliance or related fields
  • Demonstrated experience drafting procedural manuals, methodologies, internal regulations, standard operating procedures or institutional guidance
  • Experience conducting legal or institutional analysis of administrative investigations, compliance mechanisms or integrity systems
  • Experience working with public institutions in Albania
  • Excellent written and spoken Albanian and good working knowledge of English
  • Ability to work independently and deliver high-quality outputs to agreed deadlines
