Senior Climate-Resilient Water Resources Management Advisor

Advises Ethiopian water-sector institutions on climate finance, investment pipelines and resilient water management. The retainer develops fundable projects, strengthens ministry systems and staff capacity, supports basin and NDC implementation, and coordinates government, finance and development partners.

Department: NDC Partnership Support Unit

• Identify and prioritise climate-resilient water investment opportunities
• Prepare concept notes, proposals, budgets and financing packages
• Develop climate-finance strategies, donor plans and investor materials
• Train and mentor ministry staff in fundraising and project preparation
• Create institutional tools, templates and operating procedures
• Support integrated water-resource and basin-programme implementation
• Advise on water-sector NDC priorities and climate-resilient planning
• Strengthen monitoring, reporting, climate-data and knowledge systems

• Masters degree in water resources management, hydrology, water engineering, climate change, environmental science, development finance, project planning, public policy or a related field, or bachelor degree with seven years of experience
• At least five years of progressively responsible experience in climate-resilient or integrated water management, project preparation or investment planning
• Technical knowledge of water supply, watershed restoration, drought and flood resilience, hydrological systems and water governance
• Experience strengthening public institutions through training, tools and project-development support
• Fluent English and Amharic
• Ethiopian nationality or valid residence permit

• Home-based national retainer working from government facilities
• Twelve-month LICA-10 contract for up to 220 working days with possible extension
• Consultant must provide their own laptop and software
