Climate Finance Advisor

The retainer consultant will advise Somalia on mobilising climate finance for NDC implementation, strengthening institutional capacity, developing bankable project pipelines and integrating climate finance into planning and budgeting.

Department: Water, Environment and Climate Portfolio

• Assess climate finance needs and funding gaps for Somalia NDC implementation
• Develop policy recommendations and innovative climate-financing instruments
• Build a pipeline of bankable low-carbon and climate-resilient projects
• Support funding proposals, project idea notes and access to preparation facilities
• Strengthen climate finance integration in national and sectoral planning processes
• Build strategic partnerships with government, donors, development partners and private sector actors
• Lead capacity building on climate finance architecture, funds and procedures
• Prepare progress reports, briefing notes, case studies and knowledge products

• Master degree in climate change, economics, finance, natural resource management, investment or a related field, or bachelor degree with two additional years of relevant experience
• At least five years of professional experience related to investments targeting development, climate or environmental sectors
• At least three years of experience in business development, capital raising or public-private partnerships in climate finance and resource mobilisation
• Experience developing large-scale or multi-year programme proposals, bankable investment plans or funding proposals
• Strong understanding of global climate finance architecture and national climate finance or fiscal policy environments
• Fluent English

• Retainer contract for 12 months, up to 220 working days
• Extension depends on satisfactory performance and availability of funds
• Local position requiring Somali nationality or a valid residence permit in Somalia
• Hosted by the Ministry of Finance using own laptop and software
