Advises Ethiopia’s urban ministry on climate-resilient and low-carbon development by building investable municipal project pipelines, mobilizing climate finance, strengthening public-sector capacity, refining policy and coordinating implementation of green infrastructure and waste priorities.

Responsibilities
- Identify and prioritize climate-resilient, low-carbon and green urban investments
- Prepare concept notes, project proposals and bankable investment packages
- Develop climate-finance strategies, donor plans and investor outreach materials
- Train ministry, regional and municipal teams in fundraising and climate-smart project design
- Develop institutional tools, templates and procedures for urban investment preparation
- Advise on climate policy, urban planning frameworks and Nationally Determined Contribution priorities
- Coordinate partners and strengthen monitoring, learning and urban-data systems
Requirements
- Master’s degree in urban planning, civil engineering, infrastructure planning, climate change, environmental engineering, architecture, development finance, project planning, public policy or a related field, or a relevant bachelor’s degree with seven years of experience
- At least five years of progressively responsible experience in urban climate resilience, climate finance, infrastructure investment planning, green urban development, project preparation or fundraising
- Practical experience with climate-finance institutions and donor requirements
- Experience delivering institutional capacity building to public institutions or municipalities
- Fluency in English and Amharic
