Responsibilities

  • Set programme direction and develop strategies for UPU quality improvement services
  • Design and supervise projects covering integrated quality planning, certification, performance indexes and funding links
  • Lead regional capacity-building and project implementation with partners
  • Manage annual workplans, priorities, resources, outputs and performance indicators
  • Provide technical advice on quality measurement, postal operations and interoperability to internal and external stakeholders
  • Coordinate programme activities with UPU units, directorates, cooperatives and designated operators
  • Prepare and manage programme budgets and supervise expenditures
  • Manage, guide, assess and develop programme staff
  • Prepare substantive inputs, meetings and reports for UPU bodies

Requirements

  • First-level or advanced university degree in supply chain, logistics, economics, IT, exact sciences, business administration or a related field is required
  • Good knowledge of international postal rules and regulations in the domain covered by the position is required
  • Good knowledge of quality of service is required
  • Knowledge of postal operations and logistics is required
  • Knowledge of sorting and distribution centre organization and work is required
  • Knowledge of UPU standards for Electronic Data Interexchange is required
  • Knowledge of project management is required
  • Nine years of experience in postal operations or similar logistics services is required with a first university degree, or seven years with an advanced university degree
  • Either English or French is required

  • Annual net salary: USD 86,027 plus post adjustment
  • Fixed-term core appointment for three years
