Project Analyst

Connects climate and disaster-risk evidence with policy, planning and local investment under the SHIELD Programme, supporting project delivery, partnerships, knowledge products and resource management across national and local institutions.

Department: SHIELD Support Unit

• Coordinate technical implementation of SHIELD project outputs
• Translate scientific evidence into policy recommendations and decision-support tools
• Update work plans, procurement plans and monitoring frameworks
• Track results, risks and compliance with environmental, social and inclusion standards
• Coordinate government, scientific, consortium and civil-society partners
• Develop policy briefs, technical reports and guidance for local governments
• Support budget planning, financial monitoring, procurement and consultant management
• Connect national systems with local implementation and cross-component learning

• Advanced university degree in climate change, disaster risk management, environmental science, public administration, development studies or a related field, or a first-level degree with two additional years of qualifying experience
• With a first-level degree, at least two years of experience supporting development projects in climate change, disaster-risk management, resilience, policy, institutional coordination or scientific and data systems
• Fluency in English and Filipino

• Open to Tier 1 and Tier 2 applicants
• Reports to the UNDP Project Manager under the guidance of the SHIELD Programme Manager
• The role may report to the Department of the Interior and Local Government office when needed
