Responsibilities
- Translate decentralization priorities into annual plans and local interventions
- Advise government and autonomous authorities on competency transfers and service delivery
- Monitor legal, political and institutional developments affecting decentralization
- Coordinate project activities, budgets, monitoring and results reporting
- Draft and review partnership agreements and legal instruments
- Develop resource-mobilization concepts and partner advocacy
- Design local commercial mediation and dispute-resolution mechanisms
- Integrate gender analysis across governance and local-development activities
Requirements
- Advanced university degree in public law, political science, public administration, international relations, conflict management or a related field, or a bachelor’s degree with two additional years of experience
- At least two years of relevant experience with a master’s degree or four years with a bachelor’s degree in development-project design, management, monitoring and evaluation
- Experience in local development or institutional reform
- Excellent spoken and written French
