Programme Analyst / Legal Specialist, Governance and Decentralization

The analyst provides legal and programme leadership for Chad’s Local Development Governance Project, translating decentralization policy into local interventions, securing contracts and partnerships, monitoring budgets and results, and advancing accessible commercial mediation and gender-responsive local development.

Department: Governance Portfolio / Local Development Governance Project

• Translate decentralization priorities into annual plans and local interventions
• Advise government and autonomous authorities on competency transfers and service delivery
• Monitor legal, political and institutional developments affecting decentralization
• Coordinate project activities, budgets, monitoring and results reporting
• Draft and review partnership agreements and legal instruments
• Develop resource-mobilization concepts and partner advocacy
• Design local commercial mediation and dispute-resolution mechanisms
• Integrate gender analysis across governance and local-development activities

• Advanced university degree in public law, political science, public administration, international relations, conflict management or a related field, or a bachelor’s degree with two additional years of experience
• At least two years of relevant experience with a master’s degree or four years with a bachelor’s degree in development-project design, management, monitoring and evaluation
• Experience in local development or institutional reform
• Excellent spoken and written French
