Provides technical assistance to autonomous local authorities in Chad, supporting decentralisation planning, capacity building, participatory governance, local resource mobilisation and performance monitoring.

Department: Renforcement de la Gouvernance pour le Développement Local Project

• Coordinate support for standard management tools and procedures for autonomous local authorities
• Advise on improvements to local authority management frameworks and implementing texts
• Support communes and provinces in developing and revising local development plans
• Contribute to capacity building for elected officials and territorial agents
• Support local resource mobilisation and transparent budget and procurement practices
• Develop performance indicators and document good practices for decentralisation reforms

• Advanced university degree in Local Development, Public Administration, Political Science, Local Authority Management, Economics or an equivalent field, or bachelor degree with two additional years of relevant experience
• Minimum 5 years with master degree or 7 years with bachelor degree in decentralisation or local governance
• Excellent written and oral communication skills
• Perfect spoken and written French
