Procurement Senior Officer

Leads compliant procurement across UNOPS Central Africa operations, shaping sourcing strategies, managing competitive solicitations and contracts, advising project teams on complex procurement risks and strengthening supplier, market and e-procurement practices.

Department: Central Africa Multi-Country Office

• Develop procurement strategies that deliver value for money and manage risk
• Review procurement plans with project managers and align them to delivery timelines
• Validate requirements and incorporate sustainability into procurement processes
• Coordinate sourcing, solicitation, evaluation, award and contract finalisation
• Negotiate contract conditions in accordance with UNOPS rules
• Prepare submissions for Contract and Property Committee review
• Maintain supplier data and create purchase orders in oneUNOPS
• Monitor contractor performance, deliverables and payment compliance
• Advise project managers on complex procurement issues and remedial action
• Train personnel and share procurement lessons and good practice

• Bachelor’s degree in any discipline with four years of relevant experience, or master’s degree with two years
• Experience advising on and implementing policies and procedures for complex procurement programmes and strategies
• Experience using collaboration and productivity tools and web-based management systems
• Intermediate English proficiency
• Intermediate French proficiency

• Roster for Bangui, Brazzaville, Bujumbura, Kinshasa, Yaounde or home-based service. The advertised IICA-1 level may use a local LICA-9 fee scale depending on residence status. Duration is ongoing.
