Responsibilities

  • Develop and agree the report framework with UN Women and public-procurement stakeholders
  • Analyse international models for operationalising gender-responsive procurement
  • Prepare the first bilingual draft with procedures, tools, templates and case examples
  • Conduct targeted technical consultation and compile stakeholder feedback
  • Revise the report to reflect inputs from the Public Procurement Agency and UN Women
  • Recommend practical adaptations for Viet Nam’s legal and institutional context
  • Deliver the final report in English and Vietnamese

Requirements

  • Master’s degree in public policy, public administration, law, economics, procurement, business, development studies, gender studies or a related field
  • At least 10 years of professional experience in public procurement, public financial management, procurement policy or procurement reform
  • At least 10 years of experience in policy research, legal analysis, comparative studies or technical-report development
  • At least 5 years of experience integrating gender equality, women’s economic empowerment, supplier diversity or social inclusion into policy or procurement systems
  • Demonstrated experience researching or implementing gender-responsive procurement, supplier diversity or inclusive procurement policies
  • Ability to produce technical reports in English and Vietnamese
