Responsibilities

  • Conduct a comprehensive gender-sensitive disaster risk assessment focused on Nyabihu, Rubavu, Rutsiro and Ngororero districts
  • Assess how women and youth access and benefit from climate-resilient livelihood opportunities and services
  • Analyse policy, institutional, coordination, accountability and data systems related to gender-responsive disaster risk reduction and climate resilience
  • Identify barriers and gaps affecting women and girls in disaster preparedness, response, recovery and resilience-building
  • Engage government institutions, local authorities, women's organisations, youth groups, community leaders, cooperatives, civil society and development partners
  • Prepare an inception report, assessment report, draft roadmap and final assessment report
  • Present findings and collect stakeholder inputs through a validation workshop

Requirements

  • Master's degree in gender studies, disaster risk management, climate change, development studies, social sciences, public policy, environmental studies or a related field, or a first-level university degree with two additional years of qualifying experience
  • Minimum 7 years of demonstrated experience in gender analysis and assessments, disaster risk reduction and climate resilience, climate adaptation programming, policy and institutional analysis, community-based research and field assessments
  • Proven experience conducting gender-sensitive assessments, research and data analysis, stakeholder consultations and facilitation
  • Strong knowledge of Rwanda's disaster risk reduction and climate policy landscape, gender equality frameworks and local governance systems
  • Previous experience working with government institutions, UN agencies, development partners, civil society organisations and rural communities
  • Fluency in English

  • This is a home-based consultancy
  • Assignment includes a maximum of 30 days with one week of field trips across four case-study districts
  • Payment schedule is 20% for the inception report, 30% for the first draft assessment report and draft roadmap, and 50% for the final assessment report and roadmap
  • Applications will be evaluated on technical understanding, proposed methodology, work plan and financial proposal
  • Selected candidate will undergo reference and background checks
