National Consultant: Health Systems and Services

Supports PAHO cooperation with Ecuador’s health authorities by producing evidence and technical reports on integrated service networks, health accounts, digital transformation, public-health functions, micro-network reorganisation and regulatory-agency certification.

Department: Health Systems and Services

• Compile field evidence and report progress on Ecuador’s integrated health-service network roadmap
• Draft the Ministry of Public Health’s integrated-network management model
• Track national health-accounts implementation and digital-health transformation
• Report progress on the transition to ICD-11 and update the essential public-health-functions assessment
• Develop a methodology for reorganising national micro-networks
• Document donor-table actions supporting health-system sustainability
• Track ARCSA certification as a level-three national regulatory authority
• Organise technical discussions and incorporate counterpart needs into reports and models

• Medical or health-professional degree with postgraduate qualification in health-services management, public health or a related field
• At least five years of technical support or advisory experience related to Ecuador’s health sector
• At least one year of experience in the United Nations system
• Experience strengthening Ecuador’s national health system or managing health services nationally or internationally
• Experience applying PAHO methodologies, primary-health-care tools and digital-transformation approaches
• Spanish proficiency
• Availability for national or international travel when required

• Contract runs from 1 September 2026 to 26 February 2027
• Maximum contract value is USD 20,427.15
• Four technical products are due between October 2026 and February 2027
