International Consultant for Partnerships and External Relations

Supports WHO Afghanistan to prepare for its 2027 health-financing transition by developing investment, resource-mobilization and partnership products, planning scenarios and decision-support tools.

Department: Partnerships and External Relations Team

• Finalize the WHO Afghanistan Investment Case for 2027 to 2028
• Develop funding narratives and donor-facing materials
• Map prospective traditional and non-traditional partners
• Lead strategic planning and resource-prioritization exercises
• Develop funding scenarios and management briefing materials
• Support proposals, donor reports and partnership initiatives
• Strengthen planning and resource-mobilization tools

• Advanced university degree in international relations, public policy, development studies, public health, political science, economics, law or business administration
• Five to ten years of progressively responsible experience in resource mobilization, partnerships, external relations or strategic planning
• International experience supporting health, humanitarian, emergency or development programmes in fragile settings
• Experience designing resource-mobilization and partnership strategies
• Experience leading multi-stakeholder strategic planning processes
• Excellent English drafting ability for strategic and donor-facing products

• Four-month consultancy from September to December 2026
