Responsibilities
- Prepare the consultancy work plan and conduct interviews with climate-finance experts
- Assess obstacles, gender impacts and vulnerable-group considerations in resilient-infrastructure finance
- Analyse public and private financing mechanisms, viable business models, green bonds and public-private partnerships
- Review insurance coverage gaps for climate risks and recommend products and regulatory approaches
- Recommend transparency and financial-monitoring measures to prevent illicit financial activity
- Review Costa Rica's legal framework and previous climate-adaptation analysis as the basis for recommendations
- Facilitate stakeholder workshops and validation sessions with public and private institutions
- Produce progress documents, presentations and final technical reports to the required quality and schedule
Requirements
- University degree and postgraduate degree in finance, economics or a related field
- Membership of the relevant professional association, or eligibility to obtain temporary membership
- Five years of experience developing or analysing climate-finance and infrastructure strategies or programmes in Costa Rica
- Knowledge of Costa Rican public-finance, land-management and climate-finance instruments
- Knowledge of national and international legal frameworks for climate change, construction and infrastructure development
- Experience integrating climate-adaptation policy in road, housing or water infrastructure
- Fluency in spoken and written Spanish and English
