Responsibilities

  • Develop the research methodology, questions, data forms and informed-consent approach
  • Map government, development-partner and civil-society stakeholders working on climate, disaster risk, migration and livelihoods
  • Review climate, disaster, livelihood, population and mobility datasets and identify analytical gaps
  • Conduct interviews and focus groups on how climate risks shape livelihoods and mobility
  • Analyse evidence and prepare a gender-sensitive report for adaptation and disaster-risk planning
  • Train government partners on stakeholder mapping and data collection
  • Present preliminary findings to the Technical Working Group and facilitate validation
  • Revise and finalise the analytical report, stakeholder map, presentation and consultation records

Requirements

  • Master's degree or higher in social sciences, migration studies, economics, international relations, development studies, environmental studies or a related field
  • Proven experience in applied research, data analysis or assessments
  • Experience working with government agencies in Laos
  • Familiarity with climate change, human mobility or disaster-risk-reduction issues
  • Qualitative research capability and understanding of climate-related human-mobility data
  • Fluency in English

  • Consultancy runs from 1 September 2026 to 31 May 2027
  • Travel within Laos may be required for field research and consultations
  • Payments are tied to inception, draft and final deliverables at 30%, 40% and 30%
  • Consultant must hold non-occupational medical insurance
  • Offer is subject to funding, medical fitness and applicable clearances
