Chief Social Policy

The chief leads UNICEF social-policy programming across Pacific island countries, directing child-poverty evidence, social protection, child-focused public finance and local-governance work while managing staff, partnerships, advocacy, grants and programme risks to expand equitable services and investment for children.

Department: Pacific Multi-Country Office

• Lead and supervise the Pacific social-policy team and programme portfolio
• Generate and apply child-poverty and socioeconomic evidence
• Strengthen inclusive national social-protection systems
• Advance equitable budgeting and sustainable public finance for children
• Build government capacity to plan and monitor child-focused services
• Develop advocacy, donor relationships and strategic partnerships
• Oversee programme planning, grants, implementation, evaluation and risk

• Advanced university degree in economics, public policy, political science, social sciences, international relations or a related field
• At least eight years of experience in public finance, social protection, social policy, programme management, governance, decentralization, advocacy, partnerships or related fields
• Experience strengthening national social-protection systems in diverse, low-capacity settings
• Experience with donor relationships, resource mobilization and complex grant management
• Strategic leadership and people-management experience
• Proficiency in English
