Análisis de las políticas de desarrollo productivo en Chihuahua

Examines the evolution and effects of productive-development policies in Chihuahua to inform ECLAC research on subnational policy. The consultancy will assess state capabilities, governance, instruments and outcomes, then distil lessons and recommendations for greener, more inclusive territorial development.

• Review ECLAC research on subnational productive-development policy
• Design the study index, research protocol, questions and methodology
• Characterise Chihuahua’s economic, social, demographic and productive structure
• Analyse state capabilities and productive-development policies across three historical periods
• Assess policy objectives, instruments, governance, financing and monitoring arrangements
• Identify policies with the strongest effects on exports, technology, employment and environmental sustainability
• Systematise findings, lessons and policy recommendations across the policy life cycle
• Present the study, incorporate supervisory feedback and deliver editable research outputs

• Bachelor’s degree in social sciences, economics, public administration or a related field
• At least five years of experience in public policy, industrial policy, economic development or value chains
• Fluency in Spanish

• Consultancy runs from 31 July 2026 to 30 December 2026
• Work is home-based
• Deliverables must be written in Spanish and supplied in editable formats
