Chief of Service, Human Resources Management

Leads the UN Secretariat Disciplinary and Accountability Service in Nairobi. The Chief directs disciplinary and appeal casework, supervises litigation before the UN Dispute Tribunal, develops policy, advises senior leaders on misconduct risk, oversees reporting and manages budgets, staff and performance.

Department: Disciplinary and Accountability Service, Administrative Law Division

• Direct the Disciplinary and Accountability Service work programme
• Coordinate disciplinary actions, appeals and informal dispute-resolution referrals
• Lead legal representation in disciplinary appeals before the UN Dispute Tribunal
• Oversee implementation of tribunal judgments
• Develop disciplinary-process and critical-incident-response policies
• Advise senior leaders on misconduct and organisational legal risks
• Oversee reports for intergovernmental and oversight bodies
• Manage budgets, priorities, staff performance and service administration

• Advanced university degree in law, business administration, public administration or a related area, or first degree with two additional years of experience
• At least fifteen years of progressively responsible professional experience in administrative law
• At least seven years of litigation experience or supervision of litigators
• Senior leadership experience managing multidisciplinary teams and legal programme, policy or oversight outputs in an international organisation
• Experience with information analysis, problem solving, technology and data-driven approaches
• English at UN Level II
