- Develop a methodological framework and detailed work plan
- Compile and analyse parliamentary budget amendments benefiting children and adolescents
- Examine public expenditure allocation and execution across sectors, territories and programmes
- Assess relationships between budget amendments and selected socioeconomic outcomes
- Identify challenges affecting the use of amendments for child-focused public policy
- Identify opportunities to strengthen financing for children and adolescent policies
- Prepare evidence and recommendations across the three consultancy deliverables
Requirements
- Master’s degree in social sciences, economics or another humanities field
- At least five years of professional experience in public budget and finance, preferably financing public policy for children and adolescents
- Knowledge or experience in public budget and finance
- Fluency in Portuguese
