Trainer on Border Management and Leadership

Design and deliver practical leadership and management training for Moldova’s border police. The consultant develops the curriculum and assessments, trains central and regional managers in team leadership, conflict management and staff development, and evaluates learning to strengthen border-management capacity.

Department: Migration Governance, Immigration and Border Management

• Coordinate training content with Moldova’s General Inspectorate of Border Police
• Develop leadership and management curricula, agendas, presentations and handouts
• Design pre-training and post-training tests and participant questionnaires
• Deliver practical online and in-person training for 50 border officers
• Apply interactive adult-learning methods, case studies and simulations
• Analyse assessment results and prepare the final training report
• Prepare briefings, reports and information sheets for consultancy deliverables
• Travel to and within Moldova when required for delivery

• Advanced university degree in border security or management, law-enforcement management, international relations, migration, security studies, management, human resources or law
• At least five years of experience in law enforcement or border management
• Experience delivering management and leadership training to law-enforcement authorities
• Experience supporting national authorities through training, workshops or coaching
• Drafting ability for reports and recommendations
• Ability to collaborate with national institutions
• Good command of English or Romanian

• Training delivery is scheduled for November and December 2026
• Services combine online and in-person delivery
• Payment is made in one instalment after all deliverables are accepted
