Responsibilities
- Integrate three cluster concept notes into a coherent financeable portfolio
- Ensure portfolio coherence, complementarity, strategic framing and financing logic
- Conduct interviews and consultations with government stakeholders including the Ministry of Water Resources and PMAC
- Validate portfolio alignment with national water-sector priorities and institutional frameworks
- Prepare an inception report, integration methodology, consultation plan and workplan
- Develop consolidated drafts incorporating cluster, UN agency and Water Task Force feedback
- Prepare a near-final portfolio aligned with financier requirements and theory of change
- Deliver a final integrated concept note portfolio in Arabic and English with handover note
Requirements
- Advanced university degree in hydrology, hydrogeology, water resources management, environmental science or management, natural resource management or a related field, or a first-level university degree with additional qualifying experience
- Minimum of 8-10 years of progressively responsible experience in water, environment, climate and/or sustainable development sectors, including senior-level assignments
- Demonstrated experience synthesising multidisciplinary technical inputs into coherent strategic or programmatic documents, with evidence such as writing samples or authored documents
- Sound knowledge of Iraq's water sector and institutional and policy landscape
- Fluency in spoken and written Arabic and English, including professional drafting and editing in both languages

Additional info
- Consultant contract for 11 months on an intermittent part-time basis of about one working week per month
- UNESCO covers DSA and travel expenses under its rules, so these should not be included in the professional fee estimate
