Regional Finance and Budget Officer

Provides strategic and technical financial oversight to IOM country offices across the region, guiding budgeting, accounting, compliance and internal control practices while supporting donor reporting and audit preparedness.

• Provide first-line guidance to country offices on budget, finance, accounting and treasury procedures
• Monitor financial management practices, controls, expenditure oversight and accountability
• Review project proposal budgets to ensure adequate cost coverage
• Analyse country office budgets and financial trends and recommend corrective action
• Support accurate financial transaction recording in IOM's ERP system
• Advise country offices on donor financial reports and project audits or verifications
• Guide implementation of internal controls, risk registers and compliance self-assessments
• Support financial aspects of UN engagement and act as Officer-in-Charge when required

• Master's degree in finance, accounting, public administration, business administration or a related field with seven years of relevant experience, or university degree with nine years
• At least five years of progressively evolving experience in financial management covering accounting, financial reporting, budgeting, treasury and financial analysis
• Experience in donor financial reporting, audits, accounting controls and risk management
• Proven experience managing a team
• Experience with internal control assessments and financial risk management
• Fluency in English and French

• Internationally recruited professional staff are required to be mobile
