RBM and Programme Quality Assurance Specialist

Leads results-based management, programme quality assurance, finance oversight and risk controls for UNDP Cambodia's portfolio. The role strengthens compliant delivery, reliable performance and financial reporting, evaluation and learning, and evidence-led management decisions.

Department: Cambodia Country Office

• Advise management and teams on results-based management, programme quality and compliance
• Review project design, implementation, closure, controls and documentation against UNDP standards
• Oversee programme finance, budgets, delivery, cost recovery, ERP data and financial reporting
• Lead enterprise risk, audit, HACT, partner due-diligence and safeguard processes
• Analyse portfolio performance, resource use, pipelines and management dashboards
• Coordinate evaluations and track lessons, recommendations and management actions
• Develop procedures, training and knowledge products that strengthen programme and operational capacity

• Advanced degree in business administration, project management, international development, public administration or a related field, or a relevant bachelor's degree with two additional years of qualifying experience
• At least five years of relevant experience with a master's degree or seven years with a bachelor's degree
• Professional experience in programme management, results-based management, monitoring and evaluation, programme quality assurance, or programme finance and operations
• Fluency in Khmer and English
• Cambodian nationality
