Overview

Designs and develops an ICT and AI education research repository within Cambodia's SALA Digital platform, adding metadata, search, API integration, analytics, security and capacity-building features for MoEYS and the EdTech Hub.

Responsibilities

  • Assess SALA Digital functionality, architecture, performance, security and governance
  • Define requirements and design system architecture, metadata schemas, taxonomies and tagging frameworks
  • Develop the ICT/AI Education Research Repository module within SALA Digital
  • Integrate repository features with existing user management and content systems
  • Build advanced search, filtering, browsing, Open API and metadata harvesting mechanisms
  • Implement analytics dashboards, usage tracking and visual reports
  • Ensure cybersecurity, data protection, access controls, audit logs and system reliability
  • Prepare documentation and train MoEYS and EdTech Hub technical teams

Requirements

  • Relevant university degree, preferably master's level or higher, in computer science, information systems, software engineering, educational technology, information management or a closely related field
  • Minimum of 5 years of professional experience designing, developing and enhancing enterprise-level digital platforms, information systems or knowledge-management systems
  • Experience developing and maintaining web-based platforms using modern frameworks and databases
  • At least 3 years of professional experience with Rust, Next.js and/or MongoDB
  • Experience in API development, system integration and interoperability including secure data exchange and metadata harvesting
  • Experience with advanced search, indexing or discovery systems such as digital libraries or research repositories
  • Experience implementing data security, access control and privacy safeguards
  • Experience working with government counterparts, public institutions and development partners, preferably in education
  • Excellent written and verbal English and native spoken and written Khmer

Additional info

  • Non-staff contract for 9 months, tentatively August 2026 to April 2027
  • Consultant is expected to work full-time and be based at MoEYS, with possible work from the UNESCO Phnom Penh Office
  • Provincial missions outside Phnom Penh across Cambodia are expected
  • Consultant provides own tools, equipment and software
