MPRR and IBG Consultant

The consultant will assess border governance needs in northern Chad, guide IT equipment and infrastructure planning, support MIDAS digitisation steps and provide recommendations for immigration and border-management operations.

• Assess implementation needs for the immigration and border governance portfolio in northern Chad
• Inventory feasible IT equipment for central levels and border crossing points
• Coordinate daily follow-up on border-post construction and equipment purchase and installation
• Develop standard operating procedures for equipment use and future digitisation of immigration tools
• Support preliminary implementation steps for MIDAS as the official border management information system
• Interview government and border-management stakeholders to understand current practices
• Analyse border-crossing practices, databases and data-management mechanisms
• Prepare technical recommendations, guidance tools and an action plan for border governance activities

• Master degree in international relations, international law, political, social or economic sciences, humanities, military science or a related field with five years of relevant professional experience, or university degree with seven years of relevant professional experience
• Experience in project assessment and travel-document digitisation implementation
• Five years of experience in IT, traveller identification and border management, including electronic travel authorisations
• Good knowledge of international regulatory frameworks and best practices on legal identity, travel documents, border security and border facilitation
• Fluency in French and English
