International Consultant for AI Readiness Assessment and Roadmap Development

The consultant will assess Tajikistan's readiness to adopt responsible AI for border intelligence and risk profiling, then develop a phased roadmap, governance framework and sandbox testing approach for IOM and border authorities.

Department: Immigration and Border Governance (IBG) Unit

• Assess institutional, technical, legal and operational readiness for AI-enabled border management
• Map intelligence analysis and risk profiling workflows with IOM and border stakeholders
• Evaluate data readiness, cybersecurity, interoperability, hosting and data protection implications
• Facilitate sandbox workshops to test human-in-the-loop AI use cases and governance arrangements
• Develop a costed implementation roadmap, AI governance framework and knowledge-transfer materials

• Advanced university degree in IT, computer science, artificial intelligence, data science, cybersecurity, public administration, security studies, border management, engineering or a related field
• At least 10 years of relevant experience in border management, security-sector reform, intelligence analysis, risk profiling, AI-enabled decision support, digital transformation or government technology modernisation
• Demonstrated expertise in responsible AI, AI governance, algorithmic risk management, human-in-the-loop systems and explainable AI
• Proven experience in cybersecurity, information security governance, risk assessment and secure digital solution design for government or border management environments
• Proven experience in data governance, data protection, privacy assessments and sensitive operational or personal data

• Home-based assignment includes two visits to Dushanbe, Tajikistan
• IOM will cover DSA and round-trip travel for Dushanbe visits
