Investment Specialist

Designs and launches the Island Investment Forum for small island developing states, creating its operating model, investment-pipeline tools and monitoring framework while coaching focal points and Centre of Excellence staff to mobilize partners and investors.

Department: SIDS Unit

• Develop the Island Investment Forum strategic vision, workplan, governance framework and operating model
• Create engagement strategies for pilot SIDS focal points, development partners and private investors
• Design guidelines, investment briefs, databases and practical tools for investor-ready project pipelines
• Train and coach Centre of Excellence staff and national focal points on investment promotion and forum operations
• Support pilot SIDS to prepare projects and engage development partners and prospective investors
• Establish project-planning and client-relationship management workflows, dashboards and tracking fields
• Design the monitoring and evaluation framework, staff indicators and end-of-year performance assessment
• Transfer tools, coaching methods and country-portfolio responsibilities to Centre of Excellence staff

• Advanced university degree in economics, policy and governance, operations management, public finance or a related field, or a first degree with qualifying experience
• Ten years of progressive experience in organizational leadership, strategic planning and multi-stakeholder institutional development
• Understanding of investment facilitation and financing mechanisms in small island developing states or developing economies
• Experience establishing or managing development partnerships, governance structures and blended-finance mechanisms
• Experience in capacity building, knowledge transfer and operational-systems design
• Experience advising SIDS governments and development institutions
• Fluency in English
