- Scope digital-literacy needs and opportunities for affected communities
- Map stakeholders, ecosystems, existing initiatives and delivery gaps
- Assess feasibility, expected impact and strategic value
- Define priority groups and a scalable programme model
- Develop a theory of change, results framework and monitoring approach
- Identify resource, partnership and capability requirements
- Recommend positioning, investment and scale-up options
Requirements
- Advanced university degree in a relevant field
- At least 8 years of digital transformation, inclusion, literacy, skills or programme-design experience
- Experience with strategic assessments, ecosystem mapping and programme scoping
- Excellent written and spoken English
