Reviews Timor-Leste’s reproductive health commodity security system and develops a costed strategy and action plan for 2026–2030. The consultancy covers financing, forecasting, procurement, supply chains, data systems, capacity development and monitoring to sustain access to contraceptives and maternal medicines.

Responsibilities
- Assess the implementation, governance and financing of the current RHCS system
- Review forecasting, procurement, warehousing, distribution and last-mile delivery for reproductive health commodities
- Evaluate LMIS and HMIS functionality, data quality and use in supply planning
- Interview health authorities, development partners and forecasting stakeholders
- Develop the costed RHCS Strategy and implementation plan for 2026–2030
- Design governance, financing, capacity-development, risk and monitoring frameworks
- Facilitate national stakeholder consultation and present assessment findings
- Incorporate stakeholder feedback and finalise the strategy and action plan
Requirements
- Advanced degree in public health, medicine, health economics, health systems management or a related field
- At least seven years of relevant professional experience
- Expertise in reproductive health commodity security, forecasting and supply-chain management
- Experience with logistics management information systems and health-systems strengthening
- Proven experience developing national health strategies and action plans
- Proficiency in English
