International Evaluation Expert

Leads an independent evaluation of the OSCE Programme Office in Dushanbe economic portfolio, using mixed-methods evidence to assess results and provide recommendations for future interventions.

Department: OSCE Programme Office in Dushanbe

• Lead the design and implementation of an independent evaluation of Economic Unit activities
• Consult with the Evaluation Manager and POiD staff on scope, expectations and arrangements
• Review project documents, monitoring data, national statistics and relevant legislation
• Develop the evaluation matrix, methodology, data collection plan and inception report
• Conduct interviews, focus groups and direct observation with stakeholders and beneficiaries
• Analyse qualitative and quantitative evidence using mixed methods and triangulation
• Develop findings, conclusions and actionable recommendations aligned with OSCE standards
• Prepare draft and final evaluation reports and present findings to POiD and stakeholders

• Advanced university degree in public administration, political science, international development, economics, law, evaluation studies or related field, or equivalent work experience
• At least six years of experience in evaluation, assessment, monitoring or analytical review for international organisations
• At least six years of professional experience in project management, programme design or proposal development
• Experience leading or contributing to complex multi-country or multi-stakeholder evaluations or reviews
• Professional fluency in English

• Special Service Agreement consultancy for 40 calendar days
• Target start date: 1 September 2026
