Responsibilities
- Monitor progress of office programmes and activities using programme management tools
- Advise the Head of Office on administrative, management, policy and programmatic matters
- Oversee annual planning, budgeting documents and human resources issues
- Coordinate Gender Focal Points across the Office
- Coordinate activities with government, international organisations, OSCE institutions and civil society
- Supervise heads of programmes and other designated staff
- Support security management, staff mentoring, fundraising and high-level event organisation
Requirements
- Second-level university degree in political sciences, public or international law, international relations or a related field, or first-level degree with two additional years of qualifying experience
- Minimum 10 years of diversified and progressively responsible professional experience, including at least 5 years at management level
- International mission members must not be nationals or permanent residents of the duty-station country
- Strong leadership and management skills, including strategic planning, public communication, people management and budgeting
- Practical experience in areas covered by the OSCE Programme Office in Dushanbe mandate
- Experience in results-based programme management and project management
- Previous international work experience or field mission experience
- Professional fluency in written and spoken English

- Open to secondment only; all costs borne by nominating state authority
- Nominated candidates found suitable may be placed on a roster valid for three years
