Responsibilities
- Plan and manage multi-million-dollar procurement of mission goods and services
- Advise senior officials on procurement policy, technical matters and best practice
- Lead the procurement team and allocate, coach and evaluate staff
- Determine strategies for complex procurement proposals with major financial or operational impact
- Direct solicitation, negotiation, contracting and contract termination actions
- Approve procurement within delegated authority and submit higher-value cases to the Contracts Committee
- Develop procurement policy revisions and implementation strategies
- Represent the mission with government officials and commercial executives in major contract negotiations
Requirements
- Advanced degree in business administration, public administration, commerce, engineering, law or a related field, or a first-level degree with qualifying experience
- CIPS Accredited Level 4 Diploma in Strategic Public Procurement
- At least seven years of progressively responsible procurement and contract-management experience
- At least three years handling complex procurement and contract matters in a conflict or post-conflict setting
- At least five years of UN field-mission experience
- Experience supporting more than one UN entity simultaneously
- At least five years using an ERP or SAP system such as Umoja
- English at UN Level III in reading, writing, listening and speaking
