Chief of Unit, Procurement

Leads OSESGY’s high-value procurement portfolio, directing solicitation, negotiation and contracting for mission goods and services. The role advises senior officials, manages procurement staff, develops policy and reform proposals, and represents the mission in major commercial negotiations.

Department: Procurement Unit

• Plan and manage multi-million-dollar procurement of mission goods and services
• Advise senior officials on procurement policy, technical matters and best practice
• Lead the procurement team and allocate, coach and evaluate staff
• Determine strategies for complex procurement proposals with major financial or operational impact
• Direct solicitation, negotiation, contracting and contract termination actions
• Approve procurement within delegated authority and submit higher-value cases to the Contracts Committee
• Develop procurement policy revisions and implementation strategies
• Represent the mission with government officials and commercial executives in major contract negotiations

• Advanced degree in business administration, public administration, commerce, engineering, law or a related field, or a first-level degree with qualifying experience
• CIPS Accredited Level 4 Diploma in Strategic Public Procurement
• At least seven years of progressively responsible procurement and contract-management experience
• At least three years handling complex procurement and contract matters in a conflict or post-conflict setting
• At least five years of UN field-mission experience
• Experience supporting more than one UN entity simultaneously
• At least five years using an ERP or SAP system such as Umoja
• English at UN Level III in reading, writing, listening and speaking

• The post is temporarily available for 364 days
• Applicants in Professional and higher mission posts cannot be nationals of the duty-station country under the stated staff-selection policy
