Chief of Finance

Leads UNRWA's Finance Division, overseeing financial, accounting, and treasury policies and procedures. Ensures compliance with international standards, manages financial planning, liquidity, and risk. Provides executive financial reporting to high-level management and stakeholders, and develops staff capacity to maintain efficient and effective financial operations.

Department: Finance Division

• Standardise financial, accounting, and treasury policies in compliance with IFRS, IAS, and UNRWA regulations
• Oversee financial projection and planning, including cash flow, liquidity, and operational funding
• Participate in executive management decisions and report financial aspects to high-level management, donors, and stakeholders
• Manage and develop finance and accounts staff performance, fostering teamwork and capacity building
• Lead capital and asset management, including registry, resource allocation, and monitoring of loan funds
• Develop, monitor, and control MD's financial risk profile, mitigating risks and safeguarding assets
• Produce annual and quarterly financial statements and ad-hoc reports, addressing audit findings

• Advanced university degree (Master or equivalent) in business, finance, accounts, or management
• Training in microfinance management
• At least 10 years of experience in finance management, supervision, administration, and development of a microfinance or financial institution, with five years at a senior level in a large governmental or international organization
• Experience with IAS, IFRS, and CGAP standards and regulations, including implementing accounting standards for financial statements
• Experience in analysing and reviewing portfolio quality and formulating credit policy initiatives
• Excellent command of written and spoken English and Arabic
• Internal UNRWA candidate, currently residing in West Bank within commuting distance of the duty station with work authorization
• Possession of a valid driving license

• Fixed Term Appointment for 1 year, subject to funds, performance, and continuing need
• Monthly basic salary of $2243.60 plus a special occupational allowance of 90% of basic salary
• Benefits include a monthly Provident Fund contribution (15.4% of basic salary), compulsory medical insurance, 30 days annual leave, 2 days sick leave per month, 14 weeks maternity leave, and 2 weeks paternity leave
• Frequent travel throughout the Agency’s areas of operations is required
• Willingness to work after normal duty hours and official holidays
