Overview

Supports the Field Recruitment Unit of ICAO's Capacity Development and Implementation Bureau by managing recruitment processes for international and national technical cooperation experts. Prepares job descriptions, maintains the expert roster, screens and shortlists candidates, and coordinates interviews and offers of employment.

Responsibilities

  • Prepare and review job descriptions, assign skill codes and post advertisements in the e-recruitment system
  • Maintain and update the CDI roster of experts, matching candidate profiles to required skill codes
  • Screen, shortlist and evaluate applications against technical specifications for Technical Cooperation posts
  • Organise interviews and facilitate the selection of qualified experts for field assignments
  • Negotiate conditions of employment and prepare offers of employment for selected candidates
  • Liaise with ICAO HR on classification, grading and roster inclusion of candidates
  • Develop and refine recruitment processes and monitor ISO implementation timelines
  • Supervise Field Recruitment Unit staff and prepare statistical status reports

Requirements

  • Advanced university degree (Master's or equivalent) in human resources management, public or business administration or a related field, or a first-level degree with two additional years of qualifying experience
  • Minimum two years of experience supporting the recruitment of technical professional personnel in an international environment
  • Experience in contract management, interpretation of policies and administration of salaries and entitlements
  • Experience using automated e-recruitment systems and integrated human resources information management systems
  • English required

Additional info

  • Position filled for an initial period of one year, with the first year probationary for external candidates
  • Net base salary USD 55,163 per annum plus post adjustment at the P-2 level
