Overview

The IMF is seeking two Rome-based Public Financial Management Advisors for SEETAC. The advisors will deliver capacity development to Southeast European member countries on public financial management reforms, including budget frameworks, public investment, fiscal risk, fiscal rules, and cash management.

Responsibilities

  • Build relationships with ministries of finance in SEETAC member countries to assess capacity development needs
  • Develop and implement country-specific and regional capacity development work programs aligned with SEETAC priorities
  • Lead technical assistance on medium-term budget frameworks, public investment management, fiscal risk management, fiscal rules, and cash management
  • Provide direct country support while contributing to FAD-led initiatives and regional analytical work
  • Organize regional workshops, seminars, and training activities with partners
  • Coordinate with IMF departments, donors, experts, and development partners to support coherent country reforms

Requirements

  • At least 10 years of relevant professional experience within a ministry of finance or similar institution is required
  • Demonstrated expertise in at least two of medium-term budget frameworks, public investment management, fiscal risk management, fiscal rules, and cash management is required
  • Strong knowledge of PFM legal, institutional, and procedural frameworks, including budget preparation and execution, fiscal reporting, and central agency roles is required
  • Demonstrated ability to design, manage, and implement complex work programs and coordinate across stakeholders is required
  • Strong interpersonal and communication skills for senior official engagement, relationship building, training, and advice are required
  • Advanced university degree in economics, public finance, tax law, or a related field is required
