Humanitarian Affairs Officer / Programme Officer

Supports management and oversight of the Central African Humanitarian Fund and related emergency financing. The role coordinates allocations, partner grants, monitoring and reporting, advises on operational risk and communicates funding evidence so resources align with priority humanitarian needs.

Department: Crisis Response Division

• Support management of country-based pooled funding and emergency-response allocations
• Coordinate allocation processes with review bodies, clusters, partners and OCHA teams
• Monitor recipient projects, conduct field visits and support partners through the grant life cycle
• Ensure compliance with financial, monitoring and reporting requirements
• Analyse humanitarian financing trends, needs, risks and project status for fund management
• Lead annual fund reporting and contribute to evaluations, research and policy development
• Document and communicate fund results, best practices and funding information

• Advanced university degree in political science, social science, international studies, public administration, economics, development studies, business administration, engineering, earth sciences or a related field, or a first degree with two additional years of qualifying experience
• At least five years of progressively responsible experience in humanitarian affairs, emergency preparedness, crisis relief, rehabilitation, development or a related area
• Experience in programme or project management, monitoring and evaluation, grants management, or humanitarian coordination
• English and French at UN Level II
