Overview

Provides operational and technical HR and payroll support for the OSCE Programme Office in Bishkek, covering payroll, recruitment, contracts, records, onboarding and learning processes.

Responsibilities

  • Manage monthly payroll administration and reporting in line with OSCE rules
  • Maintain HR-related ERP records and resolve routine discrepancies
  • Coordinate recruitment and selection processes, vacancy notices, interviews and reference checks
  • Administer contracts, personnel records, transfers, separations and consultant rosters
  • Coordinate onboarding, performance management and mandatory training activities
  • Provide procedural guidance on HR policies, regulations and workflows
  • Coordinate learning and development needs assessments and training logistics
  • Backstop HR services during Human Resources Officer absences

Requirements

  • Completed secondary education supplemented by specialised training or formal studies in human resources, payroll, administration, management, business administration or another relevant field
  • Minimum six years of experience in human resources or administration, or five years with a first-level university degree, or four years with a second-level university degree
  • Part of the experience should preferably be in an international environment
  • Advanced computer literacy with practical experience in Microsoft Office applications
  • Excellent spoken and written communication skills in English and Russian or Kyrgyz
  • Demonstrated gender awareness and sensitivity
  • Ability and willingness to work in a team with people of different cultural, religious, gender and political backgrounds while maintaining impartiality and objectivity

  • Monthly remuneration: EUR 1,318.41 subject to social security deductions
  • Benefits include Cigna medical insurance and the OSCE Provident Fund
  • Appointments are normally made at Step 1 of the salary scale
  • OSCE does not reimburse interview, test, visa or relocation expenses
  • Appointments are subject to medical clearance
