Digital Transformation Advisor

Provides senior technical advice on digital transformation for Iraq’s social protection reforms, focusing on the Single Registry, management information systems, digital convergence and government capacity strengthening.

Department: Social Protection - Iraq CO

• Refine WFP Iraq’s social protection strategy and digital transformation direction
• Review the digital landscape assessment and guide Single Registry development
• Develop communication materials explaining the benefits and risks of MIS strengthening
• Consult government counterparts on Single Registry and MIS enhancement plans
• Advise on hardware, software, staffing and vendor proposals for MIS rollout
• Oversee implementation planning, risk management and roadmaps for the Single Registry
• Develop digital convergence strategies, manuals, research agendas and lessons-learned products

• Master's degree in Information Systems, Data Management, Project Management, International Development, Public Policy or a closely related field
• At least 10 years of professional experience in social protection or public sector contexts in low- or middle-income countries focused on digital transformation, system design and policy development
• Experience designing, implementing and rolling out Management Information Systems and interoperable registries for social assistance interventions
• Experience engaging technical vendors, assessing hardware and software capabilities and managing large-scale IT projects
• Fluency in oral and written English

• Consultancy contract for 11 months, up to 15 working days per month
• Remote assignment with travel to Iraq on mission
