Consultant – Child Protection Policy and Governance Framework

Strengthens Punjab’s child protection policy and governance framework by translating CRC recommendations into an advocacy framework and action plan. The consultant analyzes laws, budgets and institutional gaps, maps decision-makers, convenes provincial partners and develops reforms, financing plans and monitoring arrangements.

Department: Child Protection

• Develop Punjab’s child protection advocacy framework and action plan
• Draft terms of reference for provincial coordination mechanisms
• Map parliamentarians, influencers and public-finance decision-makers
• Analyze child protection laws, policies, budgets and implementation gaps
• Prepare policy briefs, talking points and legislative reform recommendations
• Facilitate consultations with government, judiciary and civil society partners
• Develop implementation guidance, resource mobilization and monitoring plans
• Support amendments and operational rules for child protection and alternative care

• Master’s degree or higher in social sciences, child rights, public policy, international development, sociology, social work, law, public administration, development studies or a related field
• At least eight years of experience in legal and policy reform, preferably in child protection, child rights or social protection
• Experience analyzing laws and policies and developing advocacy frameworks
• Experience facilitating senior provincial government consultations
• Fluency in English and Urdu
• Nationality of Pakistan

• Six-month home-based consultancy attached to Lahore
• Open only to nationals of Pakistan
