The advisor provides independent technical assurance for Tajikistan’s free-economic-zone Single Window Platform, guiding requirements, architecture, cybersecurity, procurement and contractor delivery, validating testing and integrations, and steering governance, risk and knowledge transfer through go-live.

Responsibilities

  • Define platform scope, requirements and a testable technical terms of reference
  • Validate budget, acceptance criteria, staged payments and procurement evaluation design
  • Assess bids and provide independent technical opinions to the evaluation panel
  • Endorse solution architecture, integrations, cybersecurity and data governance
  • Quality-assure business-process analysis and technical specifications
  • Oversee system integration testing, user acceptance testing and go-live readiness
  • Chair technical working groups and maintain the technical risk register

Requirements

  • Advanced university degree in computer science, software engineering, information systems or a closely related field, or an accepted alternative qualification with additional experience
  • At least ten years of international ICT-for-development, digital-government or trade-facilitation experience, including five years at senior level
  • Delivery of at least one national Single Window or customs-modernisation system to operational go-live
  • Fluency in English
