Responsibilities
- Lead and supervise multi-entity staff administration operations, including talent sourcing, staff administration, and general operations
- Coordinate and oversee human resources and administration activities, such as recruitment, onboarding, entitlements, and contract management
- Report on programme performance and provide authoritative advice to senior management on administrative, financial, and human resources matters
- Ensure high-quality standards and compliance with operational procedures for all service outputs
- Lead data collection and analysis for human resources planning, decision-making, and reporting, producing complex management reports
- Manage, guide, develop, and train staff, fostering teamwork and communication across units
- Assist in preparing work programmes, determining priorities, and allocating resources for the Service
Requirements
- Advanced university degree (master’s or equivalent) in business, public administration, human resources, law or related area, or a first-level university degree with two additional years of qualifying experience
- A minimum of fifteen years of progressively responsible experience in staff administration, including recruitment, and management of benefits and entitlements in a complex organization with multi-stakeholder environments
- A minimum of five years of experience in leading a team delivering Human Resource (HR) services in a multicultural setting
- A minimum of five years of experience providing authoritative HR advice to senior managers on the application and interpretation of staff rules, regulations, and HR policies
- Experience in developing and implementing organizational reform and change management initiatives in multi-stakeholder environments
- Experience supporting global and decentralized operations
- Fluency in English
