Assistant Innovation Officer

Leads country-level implementation of UNHCR digital employment and connectivity initiatives for refugees in Rwanda, linking connectivity, digital skills and private-sector employment pathways.

Department: Rwanda

• Support establishment of IDEA and Connectivity for Refugees initiatives in Rwanda
• Convene government, private-sector, technology, NGO and refugee-led stakeholders through a national platform
• Design and deliver activities on connectivity access, digital skills and employment linkages
• Support private-sector connectivity partnerships for refugees and host communities
• Track progress, gather data, document lessons and report to donors
• Develop pitch decks, narratives, donor briefs and business cases for fundraising
• Represent UNHCR in strategic forums on digital livelihoods, inclusion and connectivity
• Coordinate with UNHCR Rwanda and global partners to embed digital inclusion across programmes

• Undergraduate degree in politics, human rights, computer science, economics, business studies, telecommunications, innovation, technology, computer engineering or a related discipline
• Previous proven experience working on digital livelihoods, technology, telecommunications, business, economics, private sector development or entrepreneurship
• Experience working with private-sector actors and translating digital programmes into employment or income outcomes
• Strong experience in coordination, advocacy and stakeholder engagement across government, private sector and civil society
• Strong understanding of the digital economy and connectivity or telecommunications landscape
• Fluency in English

• Individual Contractor Agreement from 1 August 2026 to 31 December 2026, with possibility of extension
• Field missions are expected
• Reports to the Development Officer with a dotted line to the Innovation Officer
