The consultant will provide legal and analytical support to UN Women Kazakhstan by reviewing marriage and family legislation, identifying gaps and preparing amendment proposals aligned with gender equality and human rights standards.

Responsibilities

  • Analyse Kazakhstan's current marriage and family legislation and related normative legal acts
  • Identify legal gaps, challenges and law-enforcement issues affecting marriage and family matters
  • Review international human rights, family protection, women's rights and children's rights standards and relevant comparative practice
  • Consult UN agencies, national partners, state bodies, experts, academics and civil society representatives
  • Prepare analytical and legal recommendations for improving marriage and family legislation
  • Draft proposed amendments, a comparative table, a draft law and a consultative regulatory policy document
  • Present proposals at a validation meeting and revise documents based on partner feedback

Requirements

  • University degree in law, international law, public administration, gender equality or a related field
  • At least five years of progressively responsible professional experience in the development, analysis or improvement of legislation
  • Experience in family law, human rights, gender equality or social policy
  • Experience preparing analytical materials, draft normative legal acts or expert opinions
  • Excellent written and spoken Kazakh and Russian

  • Final report must be submitted in Russian
  • The consultant is expected to work in Astana and participate in meetings with UN agencies, the Ministry of Culture, the National Commission and other partners
